Can you quote a cheaper grade rather than losing the order?

If a looser tolerance works for your blend, that is a legitimate product and we will price it honestly. What we will not do is agree a number and deliver against a tolerance nobody recorded.

Does buying whole and chunk instead of slices actually reduce our cost?

Usually yes, because the cutting and sorting cost moves to whichever party does it more cheaply. If you already run reduction equipment, buying the larger format is the most straightforward saving available and it does not compromise anything you are measuring.

Why should we pay for testing if our own market does not require it?

If it does not, you probably should not, and we would rather scope it out than sell it. Testing is worth its cost where a customer, a regulator, or an export destination requires the evidence. Where none of those apply, it is overhead — say so and the quotation reflects that.
